The ATA Carnet system is undergoing a major modernisation, with the introduction of digital ATA Carnets (eATA Carnets) scheduled to begin on 1 June 2026. This marks the transition from traditional paper carnet booklets to a fully electronic solution designed to streamline temporary import and export procedures.

Overview of ATA Carnets

An ATA Carnet is an internationally recognised customs document that allows goods to be temporarily imported into participating countries without payment of duties or taxes. It is commonly used for goods such as exhibition materials, professional equipment, and commercial samples.

ATA Carnets are accepted in more than 80 countries and simplify customs clearance by replacing national temporary import documentation and providing a guarantee to customs authorities.

Introduction of Digital ATA Carnets

The new digital ATA Carnet system will allow carnet holders to manage their carnet electronically, including issuance, presentation to customs, and transaction tracking.

The official rollout will begin on 1 June 2026, initially involving the United Kingdom, European Union Member States, Norway, and Switzerland. The system has been developed by the International Chamber of Commerce in cooperation with customs authorities and issuing organisations worldwide to create a secure and efficient digital process.

How the Digital Carnet System Works

The application process for ATA Carnets will remain largely unchanged. Businesses will continue to apply through their issuing chamber using the existing application channels.

Once approved, the carnet holder will receive secure digital access, including login credentials and a unique QR code. The carnet will be stored in the official ATA Carnet mobile application.

When goods are presented at customs, the carnet holder or their authorised representative will generate a declaration using the app. Customs officials will scan the QR code to validate the movement electronically, and the transaction will be recorded in the system.

The transition to digital carnets offers several important advantages:

During the transition phase, both paper and digital carnets will continue to be used, depending on the readiness of individual countries and customs authorities.
