From 24 February 2026, water-consumption products placed on the Qatar market must comply with the GCC Technical Regulation for Water-Consumption Conservation Products. Compliance includes obtaining and displaying the GCC Green Label, supported by registration in the GCC Conformity Tracking System (GCTS).

This requirement applies to products manufactured locally or imported into Qatar and reflects regional GCC efforts to promote water efficiency, sustainability, and harmonised product conformity controls.

Products in Scope

The regulation applies to water-consumption and water-saving products, including but not limited to:

  • Taps, mixers, and faucets (bathroom, kitchen, and public use)

  • Showerheads

  • Bidet faucets and mixers

  • Ablution fixtures

  • Flow regulators and aerators

  • WC flushing systems (single and dual flush)

  • Toilets and sanitary fixtures designed to control water consumption

Only products meeting the technical and efficiency requirements may be placed on the Qatar market from the effective date.

GCC Green Label & GCTS Requirements

From the enforcement date, in-scope products must:

  • Be registered in the GCC Conformity Tracking System (GCTS)

  • Carry the GCC Green Label on the product, packaging, or accompanying documentation

  • Display:

    • Water consumption performance values (e.g. litres per minute / per flush)

    • Water efficiency rating (star classification)

    • GCTS identification/verification marking

The label allows regulators and consumers to verify conformity and water efficiency performance.

Conformity Assessment

Before applying the Green Label and placing products on the market, manufacturers must complete a conformity assessment process, which typically includes:

  • Technical documentation review

  • Product testing against applicable GCC standards

  • Certification by an approved conformity assessment body

  • Issuance of a conformity certificate supporting GCTS registration

Certificates are subject to defined validity periods and renewal requirements.

Responsibilities of Economic Operators

  • Manufacturers must ensure products comply with all technical and labelling requirements and maintain conformity documentation.

  • Importers must verify that products are certified, registered in GCTS, and correctly labelled before importation.

  • Distributors must ensure that only compliant and properly labelled products are supplied to the market.

Market Placement & Enforcement

From 24 February 2026, non-compliant products may not be placed or made available on the Qatar market. Products lacking the required GCC Green Label and GCTS registration may be subject to rejection, withdrawal, or enforcement action by the competent authorities.

Companies supplying water-consumption products to Qatar should:

  • Review product portfolios to confirm applicability

  • Initiate conformity assessment and testing where required

  • Plan for GCTS registration and Green Label issuance

  • Update product labelling and technical documentation ahead of the enforcement date
